Upbuilding of an information system for the procedures for granting permits for prospecting and exploration or exploration and for concessions for extraction of subsurface resources

The Ministry of Energy is a beneficiary to a contract for the realization of the project "Upbuilding of an information system for the procedures for granting permits for prospecting and exploration or exploration and for concessions for extraction of subsurface resources".

The project is being fulfilled with the gratuitous financial support of Operational programme "Administrative capacity", co-financed by the European Union through the European Social Fund, Priority Axis III "Quality administrative service delivery and e-governance development", sub-priority 3.2 "Standard information and communication environment and interoperability", budget line BG051PO002/13/3.2-04.

An information system was built in line with the project. The system gives information to candidates – individuals and legal entities or their organisations – regarding the procedures for granting permits for prospecting and exploration or exploration and for concessions for extraction of subsurface resources.

The budget of the project is 386 483.67 BGN and it is fully financed by Operational programme "Administrative capacity", co-financed by the European Union through the European Social Fund.

A closing conference was held in line with the project, where the team presented the activities of the project itself as well as the achieved results, which are expected to facilitate the communication between business and administration.

The common objective of the project is the improvement of the administrative services for the citizens and business by providing transparency of the granted services related to the licensing and concessioning regime in the field of subsurface resources.

The implementation of the project was aimed at achieving the following specific objectives:

  1. Putting into effect the requirements of §104, par. 3 of the Transitional and final provisions of the Law amending and supplementing the Subsurface Resources Act (Promulgated State Gazette No. 100 from 21.12.2010);
  2. Ensuring that the candidates are kept informed in real time;
  3. Improving the working organization;
  4. Creating prerequisites for active monitoring by the candidates upon the procedures for granting permits for prospecting and exploration or exploration and for concessions for extraction of subsurface resources;

The target groups of the project are:

1. Citizens, who represent Bulgarian of foreign business, and who have handed in an application for granting of permit or concession;

2. Civil servants from the Ministry of Energy, who carry out the procedures for granting of permits and concessions
